I don't think the gun restrictions here really matter. The reason we don't see a lot of mass shootings in Canada is because of:

Gun shows aren't actually special at all. Its like a convention really. The only way you buy a gun at a gun show without a back ground check is via a private sale but only if your state permits you to do so without a back ground check to begin with.
An FFL at a gun show (some 90% of sellers at guns shows are) won't sell you one without a background check to begin with.

I suppose the gray area comes from whether or not you knowingly sell a gun to a felon if you didn't do a BGC in a state that doesn't demand them.
