So first off, that line of thinking is a terrible lesson to teach to someone growing up. If your boss or colleague is pissing you off, or even some dickhead at the burger shop, you can't fucking punch their lights out. Sure, if they start fighting, you should defend yourself but bullying does not encourage that.
Second, your logic only works when standing up and fighting back is a viable option. Bullies often gang up on you and often when you stand up to fight, you're very likely to lose and the bully would keep picking on you (I know this much from experience) except you'll look like an even bigger loser because you've lost.
An additional problem of course is that kids who are bullied can't magically gain confidence to start fighting back. Bullying ruins a kid's self esteem which they can attain through other methods.
I will agree with you though that it's horrible that when a school sees 2 kids fighting (the bully and the victim) they punish both equally.

Ha, please. Bullying always involves the strong bullying the weak. Bullying is a reminder that if you are not strong, you should get strong. And I don't necessarily mean physically. Being bullied should push you to be stronger mentally and ultimately societies that bully are stronger and more cohesive that societies that don't. Fraternities are a example of how bullying (hazing) can lead to cohesiveness and strength.
