This has been well-known. Blacks have incredibly high time preference. It's part of the reason they never really made any civilization and just remained hunter-gatherers. Building a civilization requires forethought, such as making sure you have enough grain to get you through the non-growing season, or stopping yourself from just eating all the seeds instead of planting them.
