First strike priority isn't population, it's retaliatory capability. You're probably safe if you don't live near a government center or major military facility (including FEMA, which relays orders). Otherwise the most heavily bombed/irradiated area is going to be Bumfuck Nowhere in the Midwest as they try to knock out as many silos as possible.
