All of the Tyrion and Catelyn chapters in the second half of book 1 are almost entirely discussing battle strategies and what their next move will be.
Almost every single Davos chapter in the series is just a Davos-Stannis conversation where they discuss the current politics of Westeros.
Also, almost all of Cersei's chapters in book 4 are small council meetings.
That's just off the top of my head.
