Even though I'm an ausfag, I got curious about deaf/police scenarios once. All deaf people need to do is put their hands on the wheel until the officer approaches and gesture that they are deaf and grab a notepad (that deaf people would have in the car for this reason) or pass the officer a document from the dashboard stating that they are deaf. Kinda like a deaf card or something.
