It doesn't make any sense that the whole doctrine towards nukes has always been "Have as many nukes as possible". I don't think its outside the realm of possibility to build emp cannons or some such shit and keep them very secret. An electronic weapon may just look like a boring crate to most eyes so it wouldn't necessarily be difficult to hide even while secretly mounting them on rooftops in cities. I'm pulling this out of my ass, but the fact that I can dream such a system up means that surely some DOD geeks at least sketched some similar ideas at some point, and some of those ideas likely became real.
