It's retarded. What actually happened was the government merged the business and skills department with the department for Energy and Climate Change (DECC).
They gave university and apprenticeships (the skills bit) back to education and trade moved from business to a new department.
So we now have the department of Business, Energy and Industrial Strategy. The climate brief is still in that new department, it's just not in the title.
