Because a government hates not being in control of something. Control makes them appear secure in their position, a security that they project to the people. A secure government that appears in control is much less likely to have its legitimacy questioned by the people it rules over. So when a factor which a government cannot directly control arises their best option is to criminalise usage. The majority of people will be convinced it's not worth the risk, meaning that the determined few (who are likely the biggest threat) can no longer hide amongst the masses, making them easier to catch, prosecute and make examples of, further reinforcing the idea of risk in the rest of the people.
