Forcing kids to go to school past the age of 15 is a waste of time and money. If a kid can read, write, do basic maths and has a basic understanding of things like english, science, humanities etc then it's up to them to put in effort to learn the rest because you can't force them to just by forcing them to go to school. Most jobs require a highschool diploma/GED so there will still be the incentive for them to learn and with the internet being so readily available it's not like it'll be that hard for marginalized individuals to still be able to study enough for that at least.

Of course a shit tier fence builder would do anything to support such a system to make it impossible for them to lose their job and be paid obscene amounts of money for their skill level.
