That is only partially true. If you get hybrid seeds, some of them have human induced male cytoplasmic sterility that gets passed on through the mother's side. In other words, the plants can produce seeds if pollinated, but they cannot produce viable pollen. Also, if you are talking plants that are traditionally cloned, getting true seed can be difficult because of epigenetics and chromosomal damage, but that can be undone. Garlic and many potato cultivars are this way.
Beyond that, go to any reputable nursery or online seed shop and get heirloom or just open pollinated seed and you will be able to grow plants that produce an abundance of seeds.
