He's already arrested generals whose military forces were not involved in the coup, namely a high ranking naval rear admiral. As far as we know the navy never involved itself. We don't know who else have been arrested but the amount of colonels and generals arrested suggests a lot more high ranking officers were/are being arrested than the amount of forces deployed. Secondly, the coup leaders never showed their faces. Unlike other miliary coups of the past, there was always a face to the coup for leadership and a voice for the populace and the insurrectionist soldiers to rally around. Instead, we are greeted with this 'council of peace' who made very little statements publically. Erdogan pretty much seized every opportunity to get his face and voice out there, calling for rallies in the streets, who came rather quickly, mobilizing far quicker than the military and able to swamp the roads and hamper military advances.
