Genes that were not favorable, but not harmful, or presented themselves as a breeding trait were maintained; think of it like gingers. Ginger hair isn't particularly useful, or non-useful, but if it's considered attractive, the chance of people breeding with the ginger goes up.

Well, Neanderthal's evolved to live in the northern regions where there's less UV exposure, and evolved to have less melanin.
Also, there is no such thing as "dominant" skin tone.
The reason if a dark skinned person and a light skinned person have a baby and they have a baby that it will more than likely come out darker than the origin, is because in laymen's terms, it basically just "adds" to the pre-existing levels of melanin.
