A number of reasons. Canada isn't exactly at the forefront of geopolitics, there are much larger targets to be had for making statements. ISIS's resources are not unlimited, just because they COULD set up an attack doesn't mean they should. It's about impact. France has more Muslims and is more central to the current conflicts in the middle east, and it's one of the major European powers and has a permanent seat on the UN security council.
