They won't have a choice when the money(and by extension gibsmedats) run out. Europe is already straining under the weight of the migrants they've taken in and the flow of people into isn't stopping anytime soon. The US is slightly better off but still has serious problems such as social security being bankrupt by 2033 since it's just a government run ponzi scheme and there isn't enough new money being put into. Under absolutely ideal conditions I'd say the US is salvageable but if this perfect scenario came to pass there wouldn't be any pressure on Japan to take in immigrants because it pretty much requires a populist nationalist wave.
