For us here in Canada(Alberta), only the Catholic school systems have a "compulsory" service requirement of 10h a YEAR. It's a part of the religion class, and unless you're below 65% you don't need to take it. If you fail religion, you dont get the school diploma but still receive the provincial one so it doesn't even matter. Not for most anyway.

I agree. I did my year of military service, and I would never be without it. In Norway it's a great icebreaker and considered to be a huge positive with employers.
When I did my service, there was a sizeable amount of people who did everything in their power to get out of it, but in recent years the Armed Forces have been modernised and sadly personnel have been reduced.
This has led to the absurd situation where there are now more applicants than available positions. Conscription is actually desirable now. I've heard stories of teenagers crying when they get the news that they aren't going to be drafted.

I've pitched this idea before. Have a system where in order to receive full citizenship rights (voting, running for office, etc) as an adult you have to complete a term of national service. At age 18 you become eligible for one of three options:
National Defense - Military service. 6 months training, 18 months service. Straightforward.
National Support - Domestic charity work, 2 months training, 22 months service. Helping the elderly or infirm, volunteering with veterans programs, maintaining infrastructure or national parks, etc.
National Outreach - Charity work abroad, 4 months training, 20 months service. Working with aid organizations, first responders for major disasters, managing refugee camps in crisis areas, projects in developing regions, etc.
During service, you are credited with wages earned (slightly under federal minimum wage equivalent, more or less depending on the option you choose). Except in extraordinary circumstances, these wages are only paid out upon completion of a two year term of service. You can receive your payout as a college or trade school tuition voucher or small business grant (which are tax free) or cash (which is taxed accordingly), the idea being that the untaxed options provide incentives for these new citizens to do something productive with their lives - learn a trade, start a business, get a higher education, etc instead of just cashing out.
US gets cheap domestic labor at home for maintaining infrastructure, healthcare, etc, people making it look good abroad, and a constantly cycling influx of fresh, able-bodied soldiers.
Citizens get some money to put towards future goals and careers and an appreciation for their rights and countrymen.
The people too dumb, lazy, or unmotivated to do a term of service don't get to be active members in the decision making process.

Also the idea of stressing longer training times (50% more) and shorter terms of service (two years instead of four) for Defense is that it lets you weed out more of the bad recruits during training, have a better trained force at the conclusion of training, and in the event that someone slips through the cracks they're phased out in a much shorter time and so less likely to be a problem.
