The idea is that they have to go back if their asylum application gets rejected, but how you return them is different case. Some just "go under the ground" which is bad.
Finland has made better agreements with Iraq and Afghanistan and some have been deported, and lot of asylum centers have been closed already. The deal was that Sweden deports 80 000 and Finland 20 000 asylum seekers. 5000 aborted their asylum application on their own because Finland wasn't what human smugglers promised them. And we tightened the asylum regulations recently so now it's very hard to get asylum here, we also changed the family reunification system AFTER the people came. Well at least these points are now fixed as they've been a problem since 2008 or so.
