One idea that I've had would be that government service would act something like jury duty in that your name would randomly be chose and you'd take on tasks within government that needed doing.
This presents yet a whole other set of problems in that how do you determine who would be able to perform which functions as many tasks require specialized education.
I wonder how much of what is done by people could be automated, but then you run into the problems of backdoors (PROMIS/PRISM) in the system that could be exploited.

Public service in America used to work on a voluntary/low-pay basis. That's a good question.
I was recruited to work there as an employee of the business that I think is a front for the blackops there.
They were constantly putting me in wild goose chases and purposefully stonewalling progress on the project in ways that would bankrupt a legit operation. They were delayed 1.5 years on opening for business when i arrived, and we were many months from being up and running when i fled 9 months later.

also to add, think about it...there are way easier 'black site' options for a gov to choose from (retai/l/industrial buildings (no questions on power consumption), military bases (high security), remote property/land (privacy). so it doesnt seem likely to pick some semi-suburb for any sort of gov activity. and they would never hire general public to outfit/work on their sites when there are plenty of gov/mil contractors with security clearances to choose from. let alone, allow people like yourself to have autonomy to experiment and play around with their top secret site (drilling in the concrete lol?)
