I would want a mildly libertarian government encouraging gun ownership and meritocracy. Strict laws against crimes that do exist like Singapore. Drug dealers get executed.

Federal monarchy with aspects of distributism. One with a nominally non-hereditary[1] aristocratic class where meretricious individuals can be appointed to, or buy, nobility.
Thin state but thick community, i.e. friendly societies for healthcare[2], homeless shelters or workhouses run by local government[3], and broad community-based support networks in the form of unions/churches/sporting groups/etc. in the place of welfare safety nets.
Culturally stable, with maybe 70-80% of the population living within 50 kilometres of where they're born, by choice rather than force. Correspondingly organic cities, adjusted to human habitation by centuries of slow growth. Advanced education handled with an apprenticeship model for the vast majority of jobs, with a handful of research universities for the tiny number of people who want or need to study there. Low but not zero immigration, mostly for the purposes of research and study, for poaching the best aristocrats from other states, or for businessmen tasked with establishing a foothold.
This is more of a society than a government, but without a society the government is meaningless.

It would have to make it autonomous.
Actually having enough land to feed a family of four on your own is the issue as it takes several acres of land to do.
That and the whole division of labor thing.
A few extremely specialized people growing crops is much more efficient than everyone taking up decent parts of their lives to feed themselves.
That being said having a small garden to supplement diet in the form of various nonessential foodstuffs isn't a bad idea the individual level.

Then start private charities to promote against the usage and dangers of such drugs as well as treating people that need the help.
You have no right just as with drugs you're OK with to threaten people who want to use them and sell them with death.
That and the money used in drug enforcement is an order of magnitude more than what it takes for it being non criminal and treating people who need help and actually locking people up who break other legitimate laws while drugged up.
Utopian society would just be separating all different cultures and physically separate them. Allow them to grow uninhibited for a few centuries with as little legal contact as possible, and reintroduce the non violent cultures remaining, practical restart of the human species.
