The hidden requirement here is that one must start early because women progress into menopause and consistently make less healthier babies from 35 onwards. Most people hardly make enough to sustain even a modest lifestyle. Millenials need to work 2-4 part-time/temporary jobs to make a measly income (I am an accounting clerk, a temp job I should add, and this is a common trend I see with the under-30 crowd). The easiest explanation is that the cost of rearing kids in developed nations is high. Millenials in Africa are having kids. Agrarian societies produce a lot of kids because the more kids you have the more hands you have to work -- and usually the more kids that die before adulthood, so you hedge by having more kids because you know some of their hands won't be working past the age of 6.
Developed countries have comparatively high costs of education and their kids enter the workforce at a much later age. Both of which greatly increase cost.
