I just read the executive order and it has ABSOLUTELY NOTHING to do with operations on US soil.
It's a wishy-washy executive order meant to show how much the government cares about the civilians that are accidentally harmed during U.S. Operations. Like "look how much we care! we are super sorry! look at all the new measures we are putting in place to make sure we don't accidentally harm civilians!"
