No, the Baltiiskaya theory makes most sense. The meaning is probably cognate with the English word "mush" or "mash". It's about the bog that the Moskva flows from, over near Smolensk. The immediate predecessors of the Slavyane in Podmoskovye were Balts - see the Golyad', mentioned in the chronicles.
But yes, the old sources did give greater prominence to peoples like the Vots and Veps and Chud' than later history would have you expect. Novgorod was more or less a tri-ethnic concern, where Slavs, Finns and Norsemen rubbed shoulders and established a new culture.
