My employer gets by it by owning 8 stores, and only having 2 full time employees per store.
So between around 60 employees, only 16 of them are fulltime and none of them get any fulltime benefits because it's a "small business" with less than 50 full time employees.

it's not a bad concept, especially if we had automatic adjustments to the federal minimum (use cost of living, inflation, whatever, doesn't matter as much as avoiding political paralysis).
The issue is more with $7.25. Sure, if you're a single dude living in a town in the midwest, whose main hobbies are video games and arguing on the internet, it's probably not a bad deal. But historically, roughly before the mid-1980s, a single minimum wage income was often enough to reasonably support a standard family of 4 in a medium sized city. Impossible today.
So we can keep the federal minimum low and accept this redefinition, or try raising it to $12 or $15 and see if some of the class mobility we lost over the latter part of last century is restored. There are other factors, too: will growth in low wage service sector jobs continue, or be automated away? Will the cost of higher education stop growing out of control, whether naturally or by law? If there's any resurgence in manufacturing, will it be low wage or will there be flexibility enough for unions to work?
