I'm still reading, but so far this seems very reasonable. Well-written, emphasizing that reports about civ casualties will be declassified, etc.
If anything, it does have a sort of casual feeling to it, IE America is always at war so we should conduct it in a businesslike manner. I agree that if we are at war we should uphold a certain standard, but orders like this one are have a sort of subtle 'it's okay that we're in a constant war' background. So that would be my one complaint.
It's meant to deal with civilian casualties in foreign countries where the US is engaged. It's something that a president would normally do. This is nothing.

There are executive orders, actions, and memorandum. He limits his use of orders so he can claim he's within a reasonable level of use of them.
However, other presidents rarely used actions and especially memorandum the way he does. He uses them exactly like an executive action. So if you total them all together, you have thousands. Blows everyone out of the water times 4 or 5.
