That might be true, but saying the reason those groups have a risk profile is because the police focus more on them is likely a circular argument. A twenty-something guy driving a €200.000 BMW will raise suspicion regardless of skin color. And if profiling this way works to weed out the criminals, isn't that beneficial for the non-criminal people within the ethnic group, too? I think it is.
These police actions have multiple goals: to apprehend and to deter. But police can't prevent people from becoming criminals or influence in-group culture in a big way. They're not responsible for the fact that there's a staggering lack of father figures in the Dutch black community, for example.

This has been expanded on in other laws, to the point where we've had a special law called the 'law for equal treatment'. Fun fact, this law does actually permit positive discrimination for pretty much everyone (women, mocros, etc), except for white males. This law was passed 21 years ago, probably before you were even born.
