happened a few years ago to me. the cops said that there was a town statute saying that we couldn't loiter after businesses were closed.
We actually looked it up and could find nothing, the next night he did the same thing and we were as polite as we could be, but firm. Eventually the cop went into his car for about half an hour and eventually emerged to tell us that we were basically right, but that it "wasn't a good idea to be out loitering anywhere late at night."
