There is nothing stopping governments from issuing state sponsored crypto-currencies. In fact I think it is inevitable in the long run.
The only way Bitcoin specifically could become one is a in a shitty nation state whose main currency has collapsed (but internet infrastructure remains).

No, it's not practical. It's slow, doesn't offer the technical environment needed for safe transactions, and has no accountability. The only benefit is that it is NOT legally considered a currency, and that's what it will stay to be.
