Switzerland for example may be small but the population owns lots of firearms, they have a both well trained and equipped yet small army and last but not least the landscape is easy to defend, difficult to conquer.
Whilst their military may be small in numbers, most adult males have served and could enter military in case of a war, which on the other hand is unlikely, because a high amount of the population is foreigners, (Germans, Italians, frenchmen, huertugeses etc.) and their allegiance is hard to tell.
Even if you ignore this and say Switzerland has a "big" (well not really, but at least considering its population) army.
It would be still tiny compared to other countries.
But Switzerland (as I already said) is hard to conquer, easy to defend.

Whoever managed to stay out of battles the most often, all militaries in Europe (except Russia and also Turkey although they mainly have outdated shit) suffer from a lack of sustainability, low numbers in heavy equipment like tanks/ifvs as well as combat aircraft. The majority of "major" players in Europe also suffer from the fact their equipment isn't combat ready, for instance during the Ukraine crisis when everyone was pretending we'd be going to war with Russia a report stated it would take German months to be able to deploy a single armour group because their tanks are all in a state of neglect when it comes to maintenance. I remember talking to some German military guys about how annoyed they were that Germany keeps producing and selling tanks for export when their own vehicles aren't even given replacement parts. As for the RAF we only have a couple hundred fixed wing combat aircraft, that may be fine when you rely on NATO as a whole or when you are fighting against sandniggers but in a real war those numbers would be depleted within a year.
