anyway, China will always have a huge number of artillery and ground forces, in large part due to necessity. same goes for Russia, and the reasoning is very simple. both countries have the largest boarders by far, and are surrounded by countries that view them very suspiciously (tho the situations are different; while the world is suspicious about a growing China, Russia at least has some old satellite states that like the idea of joining back up again).
