The first argument is wrong because it confuses the number of genes a person has for the amount of genes a population has. Mixed societies incorporate more genes in the population, meaning that evolution has more to work with given a disaster or culling event.

The second argument is basically the same as the first, in that it misunderstands the difference between the individual and population. The population is healthier when mixed because of variation. The individual is healthier insofar as he may have genes which enable survival and reproduction more successfully than his pure-blooded neighbors.

This presumes that all humans are essentially equally good at living in any society, which is almost certainly not the case.
Societies are the product of the gene pool that created them, and equally, the gene pool is shaped by the society.
While you may be increasing the ability of a gene pool to adapt to catastrophic changes, you're also removing many millennia of specialisation for living in different parts of the world, and for living in different kinds of societies.
