I look at it this way. What are we trying to stop here? It's not sex. It's abuse of minors by people who pressure them into sex when they don't feel like they have the social power or control to say no to. And it's abuse of minors by people who are more experienced and manipulative.
I think the laws should reflect that, I think it'd be much more effective at stopping legitimate abuse if there was more focus on making decisions about predation that occurs.
Now someone who is say 20+ is old enough to know that children of say 13 are too young to make really informed choices about sex and that age difference is far more indicative of predation.
