depends on how you set it up. it does take some planing but if you route the traffic through a country that has free speach (like an AWS server) then once it hits the server you can scatter the info as much as you like. you can set up a proxy that directs your internet traffic to one spot then obfucates it to where you want it to go and you are pretty hidden. not entirely but it would take some time to track it down and the police dont have that kind of time and resources for simple hate speach laws.
