That scenario was completely fucked up dystopian horror. Dorner's position was perfectly understandable and he wasn't just out there killing people. In contrast, the LAPD in fact WAS just going around shooting people. Don't compare Chocolate Rambo to this new active shooter. The way they took him out was completely on the level and he was just a plain threat.

The robot scenario was totally straightforward. It was just the police managing a threat. Of course they needed to respond to Dorner too, but he was completely decimating the reputation and their response was one full of spite and they also wasted millions of dollars mobilizing to find a man who was essentially not a threat to civilians OR the police.
The problem with Dorner is the way the police set him off to begin with, and the fact that all of their actions were totally out of line. It was all damage control and they tried to keep everything a secret. This is not how the police should act in a polite society. They may have been in the right attacking him instead of taking him alive, but they acted like a gang of niggers trying to punish him for speaking out.
They didn't treat him like a criminal, but a heretic. He was killed because taking him alive would threaten the LAPD's authority, not because he was an active threat. Really he wasn't an active shooter at that point either and he only made a couple of targeted assassinations. The police wanted blood and they were scared stiff for a variety of reasons, most of political/career complications rather than mortal danger. This is why they opened fire on vehicles that didn't even match the description of Dorner's and this is why they lied about starting the fire after he was dead.
They were corrupt, they were violent, they were vengeful, and they were liars. That was his point and he made it. What's not to like?
