When I was doing my degree in International Relations this book came up every now and then. It's always dismissed as a joke, sort of like what actual historians think about "Guns, Germs and Steel".
It's a nice narrative, but Friedman tended to be sensationalist rather than realist. I'd recommend G. John Ikenberry's article "The Future of American Power" for a better example of actual IR speculation.
