That's actually complete fucking bullshit. Neurosurgeons work pretty much constantly. They're known for putting in 100+ hour weeks and having one of the few residencies that gave the ACGME a big 'ol "fuck you" at work hour restrictions for their 7 fucking year residency. They do ventriculostomies and hemicraniotomies on the reg, in between removing tumors, dealing with syrinxes, fixing Chiari malformations, and doing neuro spine work (which is huuuuge money and business, if you're doing spine you can pull 7 figures every year easily). Being a brain surgeon is hard work, requires constant call (because usually you're working at a level 1, which requires 24/7 neurosurgery coverage, but there's usually only 2-4 neurosurgeons in a given area), and is hard as fuck to train to become and get into, as they have the most strict selection criteria of any residency.
Heart surgery, on the other hand, is actually pretty boring- it usually isn't emergent, since we use stents for most acute MIs these days, so usually you're doing scheduled CABGes for most of your career, which is basically just boring cut and paste work where you have an assistant harvest veins, you graft them in, then move on to the next case, over and over again all day long. Cardiac surgery is pretty damn boring.

Most traffic stops I see are for dindus with warrants on Bloomfield ave. The round would mushroom upon impact as designed and enter the body in a deformed state, creating a larger entrance wound as well as the expected large exit wound, as opposed to passing into the unarmored body and leaving a small entrance wound and smaller wound cavity for the first few inches.

Armor piercing handgun calibers are explicitly illegal. Usually their "armor piercing" capability is defined by law as a certain metallurgic composition (e.g. steel cores, or a certain percentage of steel/tungsten/whatever).
There are some rifle calibers whose armor piercing (more aptly referred to as "barrier penetrating") bullets are illegal because they can also be used in pistols and the ATF got to "interpret" the law on them.
But it is worth noting that every rifle caliber, including your grandaddy's hunting ammo, will puncture all but the toughest body armor easily. Police don't wear rifle armor because it's too bulky and just not practical/necessary most of the time.

You do know that survival % of a gunshot wound is like 80-90% if you recieced by a hospital in less than 20 min. Those stats are with handguns though. Idk the rifle statistics but id assume its a little lower because of the increased velocity and calibre which will increase trauma. Also keep in mind that the human body is incredibly resilient. Most wounds are survivable as long as they dont hit your brain (its very common to survive headshots, Only problem is youll be permanently messed up), cervical vertabrae( if these become damaged your nerves that innervate your diaphragm are disconnected and you can no longer breathe), or any major arteries and veins.
