There are pretty much no guns laws in the state.
Arizona gets some decent rain during monsoon season, from mid-June to late-September. Other than that it meets all your requirements and it's close to your home country.
I lived there for 2 years, would recommend. Although since it's a retirement state it's not exactly a mecca for fun so keep that in mind.
