He essentially said, here's what she did -- given political realities, she is not going to be indicted, it is now up to the voters to decide what to do.

No, proving perjury is not as simple as showing two videos of her lying. They have to prove that at the time she did it deliberately which can easily be avoided by claiming thats what she thought at the time and didnt realize her assistants etc were doing other things.

Thats not true at all. The FBI were only looking at the case of her mishandling classified emails with intent which they did not recommend indictment for. Comey himself said they had not looked at perjury or the other hearings at all and they would need a referral from congress to investigate on that matter.
