But croats won the croatian war of independence with little to no NATO intervention.
If I remember correctly the only time NATO intervened in the croatian war was bombing a small airfield.
But that airfield was just lightly damaged and then repaired in a short time and that was in the last year of the war.
The only time during which NATO actually did play a significant role was in the last year of the bosnian war and that during whole kosovo deal. And during that time NATO enforced a no-fly zone over bosnia and provided air support for peacekeeping troops (that are defensive in nature). The only real singnificant bombings happened during during one of the last months of the war as retaliation against a shot-down american plane and targeted about 300 individual people that were connected with the incident.
The second significant bombing was during the kosovo conflict.
tl;dr NATO only played a significant role in enforcing a no-fly zone over bosnia in the last year of the war and a bombing campaign directed at individuals that shot down an american plane (therefor with little or no strategical or tactical value) most NATO operations conisisted of giving small-scale air support to peacekeeping units that were attacked (also in the last year of the war)
