Regarding the video:
1. It's not uncommon for police to sweep up potential suspects in the middle of a shitstorm and sort out the facts and actual culprits afterward.
2. Initial reports of multiple shooters are possibly due to the way gunshots will echo in a city block. This also might have contributed to why so many officers were shot - they had a hard time initially figuring out where the shots were coming from.
3. Sniper/ground shooter is an easy one. The guy started off sniping and tried to get away on the ground. Why would he be expected to stay in the building? Chance of escape on the ground is slim - but in the building it's zero.
4. The officer falling is interesting. The only possibility I can think of is:
Officer 1 is shot near the pillar from across the street (this is the officer falling video without the shooter).
Officer 1 crawls/moves to get cover in a position where the pillar visually obstructs them from the camera.
Officer 2 runs out to help Officer 1.
Suspect crosses the street and engages Officer 2 in CQC.
