i think op is over simplifying things and making incorrect evaluations. capitalism isnt a form of government its a economic system and slavery isnt a form of government either
simplified councils->tribal leader->monarchy->democracy or military state is a more accurate way of looking at it in most parts of the world.
the greeks in athens only and romans after they got rid of the etruscan royalty had a democracy ahead of schedule and it reverts back to monarchy after rome falls
