The 14th Amendment was ratified in 1868. The USA was created in 1776. That's 92 years of slavery during which blacks accumulated no assets.
The basic issue requiring recompense is the lack of generational wealth. Say roughly 5 generations over 92 years. Median yearly income in 1776 was $24,062, or $631,940 yearly in 2016 dollars. With a pop of 2.5 million nuclear families, only males earning, living to an average of 35 years old, 1 in 4 would earn $10,742,980 in their lifetime, say 40% of which was passed on to their families in the form of assets like land and houses.
625000 wage earners x 10,742,980 x 40% x 5 generations = $13,428,725,000,000 in shared assets that blacks were unable to accumulate. That's $13 trillion in 2016 dollars, shared among 62.6% of the US population, 199 million white people. Blacks are 13.2% or 41 million people.
To fully compensate black people for 92 years of being unable to accumulate wealth, you would need to give them 17% of white America's wealth - which is their fair share if they had the same opportunities for those 92 years. 17% is the proportion of 13.2% blacks to 62.6% whites.
This amounts to $2,282,883,250,000, or 2.28 trillion dollars, for 41 million people.
Full and complete reparation for slavery would cost $2.28 trillion dollars, and every black man, woman and child would receive $55680.
