Without any of this information it sounds like he was reaching for his ID and the officer was mistaken because he was nervous. This would indicate that he was particularly nervous about Philando for "some reason" and people are claiming it's racism. Except more than this happened, we know Philando would happily shoot the police and we know he was hoping to escape capture. We also know the police recognized that he was armed and dangerous, and they were actively searching for him.
