I am of the opinion that he most likely did not have a PTC (not that it really matters), but the whole had a permit/didn't have a permit issue is actually pretty interesting. Information on the possession of a PTC is considered 'private data' under Minnesota state law. Public officials and law enforcement would actually be committing a crime if they confirmed or denied without the persons permission (not even sure if his next of kin or attorney can authorize its release). The police can only look it up if it 'necessary to the execution of lawful duties'. Telling the press wouldn't really fall under that. Ramsey county Sheriff got around that by saying "we never received an application" yada-yada. Under the law, they can't actually look up his permit status unless they are involved in the investigation.

Sheriff Bostrom did not say that he didn't have a permit. He said that Castile had never submitted an application to a permit to the Ramset County Sheriff's Office. Castile was a resident of Ramsey county, so under the law, it is the only county he could have obtained a permit from. Every day cops are twats to someone, somewhere, but consider this, when the police are arresting you and you start to resist, seem like you pose a threat to their existence sucking air, it's best not to thrash around at the end of a gun barrel. there is no shortage to youtube compilations of questionable or downright wrong police shootings, but the ones over the weekend may actually be justified, more the one in Louisiana simply on the new video released.
