Heavily depends on region. Where I live, you could drink tap water just fine, and your teeth won't decay from the amount of fluorine in it. But I prefer cheap mineral water from nearby source. In Siberia you could drink from river or well and I bet it'll be the best water in your life.

The tap water from my city comes from one of the cleanest underground reservoirs in the world. Even then, it's filtered and re-filtered and before coming into contact with the city.
