Just did some quick research to see how the figures lined up. Blacks committed around half of all murders between 1980 and 2008. In 2013 its was 38%. This year, out of 571 killed by police in the US so far, 138 were black, which gives a figure of 24%. what's actually true is that if you look at the data proportionately you will find that blacks are killed at a 24% rate while being 12% of the population, and whites are killed at a 46% rate while being 60% of the population, so all that I'm saying is that even though more whites are killed its not exactly proportionate when compared with their population size. Also if you want to break down the data even more you can look at the amount of crimes that blacks commit and you will notice that blacks commit 3x the national average of crimes, now this could help explain why they are shot at a 2x rate by police, but not entirely.

Population size is irrelevant since the entire population isn't committing crime/being stopped by police/being arrested. The only thing that matters is proportion killed to proportion who are stopped and then the question becomes why are they being killed and the answer usually resisting arrest or acting in a threatening manner.
