The numbers in the report seem to say something different.
There are slightly less than 6 million reported crimes every year. Most of that are petty crimes like theft, swindling, etc. That would be 7.317 crimes per 100.000 among German citizens.
If we assume 69.000 crimes will happen in the other 9 months of this year, that would be 276.000 crimes in a year. It doesn't break down hot it calculates those numbers, but assuming 1,2 million migrants that would be something like 23.000 crimes per 100.000, which is significantly higher.
They may have "normalized" it with age and sex of the immigrants but the whole thing is very intransparent and doesn't actually break down how they come to that conclusion.
