Supposedly a lot of them either ran to escape the situation or handed their weapons to police.
Which I say is the right move in this case. Carrying weapons exists because the police cannot be everywhere at once, but in they case there was already a massive police presence. With a lot of gunfire and no confirmation where it was coming from (Police believing they were being triangulated and push into a kill zone by multiple shooters) I'd rather not risk myself getting shot by an officer who panics and sees me with a rifle and thinks I'm an accomplice of the shooter.
The carriers acted responsibly in this case. They didn't escalate the situation, they didn't start wildly firing where they thought the shooter was, and the one that was identified as a "person of interest" turned himself in to speak and then quickly be released.
