You see these man portable surface to air missiles require very powerful batteries to work. They use thermal batteries for this purpose. But these have a limited shelf life and are next to impossible to manufacture without an industrial base.
Any missiles captured will have had their batteries long fail by now. So if it is a Syrian stockpile missile that would mean they got a battery replacement from somewhere.
There is only one group that would give these missiles or the batteries to make them work to ISIS, and those are the Gulf Arab states. Namely Saudi Arabia or Qatar. And both of these states just so happen to tell their people they hate Israel, while doing massive trade deals with them in private.
