I know an older man who grew up in the 50's/early 60's in a pretty small all white town. He told me in his area there wasn't really any police, you might see a sheriff's deputy pass through a couple times a year but that was it and people did whatever the wanted otherwise, such as 12 year old kids driving around in cars.
This was in the south. The "klan" was present as a sort of vigilante shadow police force. They didn't randomly attack blacks in the area (there were no blacks) but they did act as a sort of moral police, and would give visits to dead beat husbands who wouldn't support their families and beat them up and the like, or attack thieves and retrieve stolen property for the right owners etc.
So yeah I'd say some level of lawful authority would be needed, if it's absent the community will likely take justice in their own hands in its absence though, whether that's good or bad.
