The statistics can be looked at a few different ways
On one hand you can see that there are completely disproportionate amount of blacks incarcerated compared to other races, and say it's an obvious example of systematic racism.
On the other hand you can look at this very fact, and maybe gather that black people are getting locked up at the rate they are committing crimes.
With that said it's absolute bullshit to think white people are purposefully keeping black people impoverished. They have obviously chosen that life for themselves.
